All my years of RVing, 40+, I’ve never seen this. Just about when I thought I saw everything too! The trunion bars (torsion bars)/chains, are hooked up to the truck but the truck isn’t hooked up to the trailer. The guy took hours to get this set up like this. Yes, everything was new as was the RVers but not by age. 
What can I say other than…..
